The House passed a resolution Tuesday night to impeach Alejandro N. Mayorkas, the homeland security secretary, over his handling of the southwestern border. The vote was 214 to 213, with all but three present Republicans voting yes.

Mr. Mayorkas is the first sitting cabinet secretary to be indicted by the House. Republicans have produced no evidence that Mr. Mayorkas committed a crime or acts of corruption. They accused him of willfully refusing to enforce border laws and breaching the public trust.

A first attempt to impeach Mr. Mayorkas failed last week after the same three Republicans broke with their party and voted against the impeachment. (A fourth member changed his vote to nay in order to file a motion for the House to reconsider.) Representative Steve Scalise of Louisiana, who is battling cancer, was not present for last weeks vote, and Tuesdays vote was scheduled for after he returned.

Two other Republicans and two Democrats were not present for Tuesdays vote, allowing it to narrowly pass with the three Republican defections.
